Facility Manager

Main purpose of role:

The Facility Manager will assume overall responsibility for all daily operations at Enva Shannon, including waste acceptance, processing and removal of waste for offsite recovery whilst ensuring all regulatory requirements and company procedures are adhered to during all site operations. The Facility Manager will also be responsible for the development of systems and processes to maximize operational efficiency, safety, quality and productivity. This is a management and leadership role within a busy and developing hazardous waste facility. Out of hours working may be required at times but flexibility within the position is possible.

Overall Responsibilities:

  • Work closely with the site management team to plan, organize, direct and run optimum day-to-day operations to meet/exceed company expectations
  • Maximise productivity, capacity and flexibility while minimizing unnecessary costs and meeting relevant quality standards
  • Responsibility for continuity of process operations including incoming waste, treatment and export of waste.  Also includes any production quality on site and on-time shipping.
  • Collect and analyze data to find and reduce instances  of inefficiency, waste or excessive cost throughout facility operations
  • Develop systems and processes that track and optimize efficiency and productivity and standards, metrics and performance targets to maximize the effective allocation, management and return on resources & assets. Monitor facility operations and trigger appropriate effective corrective actions
  • Develop & maintain a trusting relationship with your workgroup and team of facility supervisors and recruit, manage and develop staff
  • Address appropriately employees’ issues or grievances in line with company policies and procedures
  • Ensure appropriate safe systems of work are routinely practiced in line with the company’s safety management system
  • Ensure facility operations are carried out in accordance with the requirements of the Industrial Emissions license and all other license/permits
  • Manage infrastructural/engineering projects/development and the appropriate maintenance of facility assets
  • Stay up to date with latest process management best practices, concepts and regulatory requirements
  • Implement strategies in alignment with strategic initiatives and provide a clear sense of direction and focus

Requirements:

  • Proven experience as a facility/ plant manager in a highly regulated industry (e.g. EPA regulated)
  • Proven managerial and leadership experience in a similar operations environment
  • Adequate knowledge of business and management principles (budgeting, strategic planning, resource allocation and human resources)
  • Familiarity with industry standard equipment and technical expertise
  • Knowledgeable and experience of accountability in areas of health & safety, quality, productivity, demand creation, inventory and stewardship processes
  • Highly computer literate and with effective communication and literacy skills (e.g. report writing, business cases)
  • Ability to create accountability and to lead by example
  • Strong team building, decision-making and people management skills

Detailed Duties & Responsibilities:

General Site Management & Continuous Improvement:

  • Management of all waste intake and processing operations
  • Management of waste/inventory tracking and compliance reporting
  • Management of supervisors, operatives and working hours as required
  • Regular reporting and forecasting to management
  • Regular input into development, HSE and administrative decisions for the facility
  • Continual monitoring against key site performance targets, development of efficiency measures and optimisation of site operations in line with best practice and company expectations
  • Assist in other areas as and when required, e.g. Health, Safety and Environmental duties as may reasonably be requested 

Site Compliance:

  • Work closely with management and compliance personnel to ensure all monitoring operations  (air, effluent, ground water)  and requirements are in line with procedures and as required in W0041-01
  • Assist in other areas as and when required, e.g. Health, Safety and Environmental duties as may reasonably be requested
  • Promptly identifying, dealing with and reporting any non-conforming activities or wastes
  • Oversee the administration and management of all Incoming documentation relating to waste movements
  • Regular communication with processing personnel to ensure process efficiency and environmental compliance is maintained for site operations
  • Responsibility for managing and ensuring all movement, storage and processing of waste is carried out in an efficient and compliant manner at Enva Shannon
  • Inspect incoming waste movements and accompanying documentation to ensure compliance with site license requirements
  • Dealing with and reporting on any non-conforming incoming waste promptly

Logistics & Stock Management:

  • Ensuring all waste is stored in a compliant manner
  • Regularly forecasting export requirements, managing the preparation of waste loads for transport offsite including the preparation of load plans, inspecting loads pre-shipment, ensure all relevant documentation accompanies each waste export
  • Ensuring that all waste is exported in a safe, compliant and efficient manner and are prepared, loaded, inspected and exported in accordance with the requirements set out in internal SOPs, DGSA and IMDG

Technical & R&D:

  • Utilise expertise and facility know how to assist management and personnel in the efficient operation of the facility
  • Knowledge of waste classification & characterisation preferable
  • Project and financial management across operations and development projects
  • Specify, procure, install & commission plant and machinery as required
  • Research & Development of new process plant, operations and procedures
