The Facility Manager role is a new role at the Shannon facility and will have responsibility to manage and coordinate facility operations with particular focus on waste acceptance, coordination of site activities, maintenance of infrastructure and ensuring all regulatory and company requirements are met. The Facility Manager will work closely with the managers of site based processes to achieve the objectives of the business. The role also includes managing all general aspects of laboratory support services provided by Enva’s waste laboratories (Shannon, Portlaoise & Dublin) supporting the acceptance, and processing of wastes as well as ensuring compliance with the facilities’ waste licenses in terms of emissions. The role includes optimization of laboratory activities in accordance with the company growth strategy through direct involvement in the management of administrative and analytical requirements.

This is a management and leadership role within a busy and developing hazardous waste facility. Out of hours working may be required at times but flexibility within the position is facilitated.

Reporting to the Director in charge of facilities, responsibilities in this varied role will include;

General Site Management & Continuous Improvement (Shannon):

  • Manage the operation of the Shannon facility as required to maximise site productivity in a safe manner, delivering the required customer services and maintaining a high level of compliance with licence and other requirements (including Enva's management systems and other internal requirements).
  • Manage your team, take responsibility for the delivery of team objectives and manage priorities, changes etc. with the team and communicate individual, team and company objectives to ensure alignment and understanding of objectives.
  • Monitor and manage all aspects of Safety and Compliance within the Shannon facility, identifying and communicating appropriately issues and concerns relating to activities and processes operating on the site and holding to account the relevant managers of these activities.
  • Manage waste acceptance waste/inventory tracking and at the facility to ensure that all requirements of the company and regulatory bodies are met efficiently and that appropriate records maintained (including completion of consignment notes and compliance reporting);
  • Efficiently manage and coordinate the safe working and cooperation of all parties (including third party contractors) operating at the Shannon facility;
  • Work closely with the managers operating on/from the Shannon facility to ensure that site activities are coordinated appropriately across the facility and that the requirements of and developments in these process units are understood and delivered upon within expectations. Including coordinating day to day operations across the site and ensuring that there is successful and constructive working relationships across the entire facility and processes.
  • Identify and communicate compliance/safety issues in an appropriate manner to relevant managers for resolution, pursue and support the development and implementation of any necessary resolution measures and escalate as appropriate where necessary; 
  • On an ongoing basis take responsibility to further develop efficiencies in the operation of the facility while delivering upon the requirements and expectations of existing and future waste processes relating to the facility.
  • Support the improvement, modification and development of waste/other processes at the facility and the introduction of new processes or activities;
  • Ensure an appropriate maintenance programme is operated for all facility assets and that appropriate records are maintained; Monitor the maintenance of assets under the remit of process managers communicating deficiencies appropriately and escalating if necessary;
  • Responsible for ensuring that on an ongoing basis the operational, repairs and maintenance costs for the facility are budgeted and managed appropriately in a cost efficient and effective manner as agreed in the annual budgets in conjunction with the process owners.
  • Responsible for the sites licences/permits and investigate, analyse, assess how i) current site licence capacities can be maximised, ii) current parameters of the licence might be reconsidered to allow Enva to provide alternative or improved waste management solutions and services
  • Manage communications and relationship with all relevant regulatory bodies (e.g. EPA, HSA, etc) relating to the site ensuring a constructive relationship where possible, all deadlines are met appropriately and minimise the risk of any enforcement action;
  • To lead, build and develop a strong safety and compliance culture, incorporating excellence in HSE practice into facility operations in line with legal and company requirements working closely with the HSE Manager in this regard
  • On an ongoing basis cooperate with other Enva facilities and divisions to develop where appropriate a more integrated facility management approach delivering improvements in operations, efficiency, resourcing and cost management.
  • Prepare clear and accurate reports on relevant matter, operations and projects in a timely manner as required.

Laboratory Management:

  • Manage all aspects of the waste laboratories operations including staff, equipment, techniques, suppliers, stocks, etc.
  • Ensure appropriate quality systems and standards for all analytical techniques carried out in Enva’s waste labs are implemented and maintained. Review and update SOP’s in relation to laboratory processors and processes, and ensure staff training and sign off.
  • Incorporate where appropriate relevant aspects of the Laboratory management systems into Enva’s existing systems to ensure robust systems are in place to deliver effective, reliable and safe laboratory services are provided to the business. 
  • Manage the monitoring of licensed emissions at the facilities through a variety on in-house and external analysis ensuring all reporting to EPA is completed in an appropriate and timely manner.
  • Support the businesses drive to improve existing waste processes to reduce cost and increase reliability, improve the support offering. Work in conjunction with site operations management teams across multiple Enva Facilities as appropriate.
  • Assess the potential for synergies, improvements or other efficiency measures across the three laboratories proposing improvements and implementing any approved proposals.
  • Ensure the appropriate maintenance and calibration of sampling, monitoring and analytical equipment.
  • Report and investigate root causes of deviations from required environmental standards / regulations.

Requirements:

  • Proven management experience as a facility/ plant manager in a similar/highly regulated industry (e.g. EPA regulated), a primary Degree or similar third level qualification in a technical discipline is a distinct advantage.
  • Good knowledge and experience of business and management principles (budgeting, strategic planning, resource allocation and human resources)
  • Familiarity with waste/process related industry, laboratory operations and technical expertise
  • Knowledgeable and experience of accountability in areas of health & safety, quality, productivity, demand creation, and inventory processes
  • Highly computer literate and with effective communication and literacy skills (e.g. report writing, business cases)
  • Strong team building, decision-making and people management skills with a proven ability to create to lead by example and create high performing teams;
