Subcontract Procurement Manager

The Role:

Oversee the procurement, cost management, service performance, delivery and quality management of subcontract, contractor and third-party disposal partnerships in order to maintain/deliver an excellent end to end customer service experience for all Enva England Specialist Waste Customers.

Key Responsibilities:

  • Planning, development, and implementation of the subcontract strategy for the business; responsible for continually reviewing the strategies, updating and revising as necessary
  • Developing subcontract specifications, service level agreements, and terms and conditions for the procurement of specialised services
  • Evaluate subcontract proposals for compliance against requirements and identify areas of risk/concerns
  • Lead all commercial negotiations; responsible for finalising subcontract documentation including any contracts and terms and conditions
  • Responsible for managing performance to satisfy customer requirements
  • Responsible for the development and implementation of subcontractor policies and procedures
  • Develop and maintain performance metrics/ KPIs, capabilities and associated reporting to monitor and measure the performance of all subcontractors/ contractors
  • Proactively distribute workload across subcontractor/ contractor network to maximise performance and minimise costs
  • Develop and maintain a system to track, monitor and improve subcontractor margins and appropriate subcontractor mix
  • Deliver (quarterly) reports on subcontract/ contractor performance to the Senior Management team
  • Annual review and presentation of performance for subcontract/ contractor to the wider business as part of a strategic appraisal of each subcontractor. Manage any follow-up actions with the subcontractor/contractor that may arise from the review
  • Identify and develop new subcontract/ contractor service lines and relationships.

Knowledge, Training, Experience, Technical and Personal Skills:

  • Strong commercial / procurement background, experience in subcontracts management, managing supplier relationships and cross functional teams
  • Strong knowledge of procurement lifecycle and supply chain management principals
  • Good negotiating skills combined with knowledge of contractual law is preferred
  • Excellent written and verbal communication skills, including formal presentation and documentation skills
  • Excellent attention to detail
  • Analytical and logical in approach with the ability to analyse data and formulate action plans
  • Strong relationship building skills and be a confident networker
  • Ability to engage and influence the right organisational resources and behaviours to effectively identify, mitigate and resolve subcontractor/ contractor issues
  • Highly organised with the ability to prioritise effectively and to plan and manage own agenda
  • Highly focused on delivering results and objectives with a strong personal commitment to supporting the business in achieving its goals in a changing environment
  • Must demonstrate high levels of integrity and adopt a professional approach in all interactions – should be transparent, open and honest in all dealings
  • Strong PC and technical knowledge and skills with a good working knowledge of the Microsoft packages including Word and Excel
  • Desired qualifications would include: Certification in Purchasing, Supply Chain, Program Management, or Business
  • Experience working within waste industry most desirable, however, alternate industries (manufacturing, oil, gas, fuel, food) with relevant experience will be considered
  • Full UK driving licence.
